Its in Prime3 format and probably you are using Prime2.You didn't state which version you are using.There is unfortunately no way to convert it back.I attach a pdf print of the file.

One of these should work for Creo:  I don't see this option in config.pro so it is likely part of the toolbar settings which is saved for all sessions even after upgrades are installed.
